Written by PBS&J
Wednesday, 27 August 2008

PBS&J identifies new chief operating officer, replaces retiring human resources director, and appoints new project/program management director and chief technology officer.

Tampa, FL – PBS&J announces the following key changes in company management:

Wayne J. Overman has been appointed chief operating officer (COO) for PBS&J. Overman joined the company through its 1997 acquisition of Espey, Huston & Associates, Inc. Since that time, he led the growth of PBS&J’s aviation practice to a level of national prominence. During the last year, he also served as deputy service director for PBS&J’s Transportation business line. He was elected to serve on the board of directors for The PBSJ Corporation in January 2008. Overman is a licensed professional engineer in 10 states. He is located in PBS&J’s Nashville and Tampa offices.

“Wayne’s strength is as a bridge between company management and the project engineer,” states PBS&J President Robert J. Paulsen. “He brings more than 10 years’ of hands-on experience with the company, so he fully understands our culture and our operational needs.”

Michael M. Newton has joined PBS&J as director of human resources. Most recently Mike served as Vice President of North America for one of Saint-Gobain Corporation’s Building Materials Division, where he was responsible for all aspects of human resources, including compensation, benefits, organizational development, labor relations, succession planning, compliance, recruitment, training, and development. Previously, he held the position of International General Manager for Human Resources with Lafarge North America. Newton is located in PBS&J’s Tampa headquarters and succeeds Judith A. Squillante, who, after 28 years of service, has begun a transition to a new role as senior vice president, corporate programs.

"Mike brings particular expertise in the planning and implementation of successful change management and organizational development initiatives; in integration coordination for mergers and acquisitions; and in state-of-the-art human resources concepts and practices,” states Paulsen. “We are pleased to have him on board.”

Jeanne A. Yacoub fills a new position as director of PBS&J’s Project/Program Management Office. In this capacity, she will help to further develop project management as a core competency of PBS&J. She joins PBS&J after 13 years with Shaw Environmental & Infrastructure, Inc., where she most recently served as vice president and director of operations for the company’s Gulf Region. In addition, Yacoub served as the southeast regional director of project management. Yacoub holds professional engineering licenses in Virginia, Colorado, and Maryland and is an associate member of the Project Management Institute. She is located in PBS&J’s Atlanta office.

“Jeanne brings a wealth of experience to this new position within PBS&J,” according to Paulsen. “She will apply that experience to serve as an advocate for our project managers and to effect training and processes that hone our capabilities in this area—all with the strategic objective of building greater value for our clients.”

John M. Finochiaro has joined PBS&J as chief technology officer.  His 20 years of professional experience includes senior management positions for large, international organizations. He joins the company after eight years as chief technology officer for Sitel, a large, global business process outsourcing leader. Prior to his tenure with Sitel, John served eight years as director of information systems for Lozier Corporation. John is located in PBS&J’s Tampa office.

"John brings a proven ability to deliver IT solutions that address cost management needs and apply risk avoidance practices,” states Paulsen.  “We look forward to his contributions to building the information infrastructure that will take us into the future.”
