Emerging Markets Group (EMG) is currently seeking an experienced Investigations and Verification Advisor for an anticipated Millennium Challenge Account (MCA) funded Communal Land Support project in Namibia. The project aims to 1) build the capacity to enable the Communal Land Boards (CLBs), Traditional Authorities (TAs), Chiefs, village headmen, and others responsible for land administration and the allocation of land rights in the NCA to effectively perform their respective duties; and 2) implement a systematic process to identify, verify and register land holdings in excess of 20 ha, which under Namibian law require applications for their verification and registration.
The Investigations and Verification Advisor will assume the lead responsibility for implementation of Assessment and Identification Component, including development of overall methodology and assistance to CLBs in production of strategic plans and budgets. Additionally, the Investigations and Verification Advisor will advice and support to the CLBs as well as provide input into policy process. The candidate will also liaison with CLBs and investigating committees.
Qualifications
University degree in Law, Public Administration, Land Administration, Land Economics or a related discipline
Previous experience of work related to investigations, public enquiries or within related quasi-judicial environment
Previous experience of developing strategic plans and budgets for project implementation
Good reporting and writing skills
Strong communication and presentation skills and ability to present workshop and seminars at managerial and technical levels, as well as for local interest groups
Excellent computer and ICT skills
English language proficiency required
